There are several ways to access promotional materials:

Where to get a lot of WEBMONEY wallets

To work consistently, you need many accounts (you shouldn’t put all your eggs in one basket). Therefore, it is best to have 2-3 extra accounts in each CPA network. There is a problem with WMR wallets. Now I’ll tell you how to make a lot of them and for free.

Purchasing a proxy

Buy proxies only here, because over the years of use they have never let you down.

These have been used for a few months, so I can't vouch for them. But everything worked for them.
